New Bacularis repository for Ubuntu 24.04 LTS Noble

We prepared a new package repository with packages for Ubuntu 24.04 LTS Noble .
There are still almost 2 weeks left until the release of Ubuntu 24.04 LTS Noble but we have already prepared binary packages for this Ubuntu version. The new packages are for the latest Bacularis version 2.7.0.
