New release Bacularis 2.5.1

We prepared a quick Bacularis release 2.5.1.
This is a minor bug fix release. We fixed support for PHP 7.4 and 8.0 that has been broken in version 2.5.0. Also we fixed creating restricted user by new user wizard.
